The building in the foreground is Berlin's city hall. It's called "Rotes Rathaus" (red city hall) because it's built from red stone. The globe-on-a-stick is a broadcast tower (for TV and Radio). There's a restaurant in the globe that rotates around itself (0.1° per second).
